sunset beach wedding ceremony?

I think I want a beach wedding on north padre beach in texas. Is there anyway I can just obtain the license myself, get a minister to officiate the ceremony, hire a photographer to shoot the ceremony (maybe hire for an hour), and make sure there isn't any fee? I mean I think if i did it myself it would be cheaper than using one of the packages many of the places offer. They start at like 500-750 dollars and I much rather save that or spend it on a honeymoon.

1. make sure the part of the beach you are using is not owned by anyone. Check with the township. Also make sure your guests have a place to park, if they have to park a ways off maybe have someone in a minivan shuttle them... I only have 2 pieces of advise.... DO not skimp too much on the photographer, in the end the pictures are what you have to look back on. Have a back up plan if the Texas weather does not cooporate. Best wishes!
2. Just check with the local authorities that it's OK. And have a backup plan in case of rain.
